South Africa: Jo’burg town hall blamed for deadly fire

A report has determined that the City of Johannesburg and its associated bodies bear responsibility for the tragic deaths of 76 individuals in a building fire.

The fire, which occurred at a five-story building in downtown Johannesburg in August of last year, stands as one of South Africa’s most devastating disasters.

The inquiry, led by retired Judge Sisi Khampepe, commenced in October and recently delivered its initial findings. Judge Khampepe concluded that the City of Johannesburg, as the building’s owner, displayed “total disregard” for its perilous condition.

As part of her recommendations, Judge Khampepe called for disciplinary action against the chief executive officer of the Johannesburg Property Company, responsible for overseeing the city’s buildings. She further proposed the demolition of the building, with a memorial plaque erected in honor of the victims, including children.

During the inquiry in January, a shocking revelation unfolded when a resident confessed to starting the fire to dispose of the body of a man he had allegedly killed under the orders of a drug dealer. This confession led to the arrest and charging of the individual with 76 counts of murder and arson.

The tragic incident has underscored the housing crisis in the region and the prevalence of illegal landlords who exploit individuals in need of housing. The fire resulted in the loss of at least 12 children’s lives and left 86 individuals injured.
